Scope note
People who have a physical impairment that substantially limits one or more major life activities, or who have a history or record of such an impairment, or those who are perceived by others as having such an impairment. Although ’handicapped’ is widely used in both law and everyday speech to refer to people having physical or disabilities those described by the word tend to prefer the expressions 'disabled' or 'people with disabilities.' The often-repeated recommendation to put the person before the disability would favor 'persons with physical disabilities' over ’physically disabled persons.'
