Violence and intimidation, either open or clandestine, employed by governments or factions within governments against citizens, other government factions, or against foreign governments or groups. An example is the Reign of Terror, a government by intimidation as directed and carried out by the French Revolutionary government during the Revolution of 1789-1794.
