Scope note
Strings of characters or numbers used to identify an abstract or physical resource. URIs can be classified as a locator, a name, or both. For subsets of URI that identify resources via a representation of a network 'location', rather than identifying the resource by name or by some other attribute(s) of that resource, use 'URL.'
